Fire products do not have a mandatory certificate?

In view of the fact that customers/owners/design institutes/constructors/supervisors of all parties often have doubts about the certificates of some fire-fighting products? The original text quoted in the Fire Products Conformity Assessment Center of the Ministry of Emergency Management issued a notice on July 30, 2019 to carry out voluntary certification of 13 categories of fire products as follows:

Notice on the voluntary certification of 13 categories of fire protection products.

In order to implement the decision and deployment of the Party Central Committee and the State Council on deepening the reform of fire protection law enforcement, according to the "Opinions of the State Council on Strengthening the Construction of Quality Certification System and Promoting Total Quality Management" (Guo Fa [2018] No. 3), the guiding spirit of the "Guiding Opinions on Accelerating the Development of Voluntary Product Certification Work" of the National Certification and the actual needs of the majority of fire protection product manufacturers, our center has decided to immediately carry out voluntary product certification for 13 categories of fire products (including some fire alarm products) that no longer implement the compulsory product certification system (see Annex 1 for the product catalog). The relevant work arrangements are hereby notified as follows:

1., our center has issued the voluntary product certification implementation rules (see attachment 2 for details) of 13 categories of fire products (including some fire alarm products) in China fire products information network (www.cccf.com.cn) and the center website (www.cccf.net.cn), and its main contents and certification procedures are consistent with the original mandatory product certification implementation rules and detailed rules, the reform measures of "release, control and service" of compulsory product certification that have been implemented continue to apply to the new voluntary product certification work.

2. From now on, all relevant units with voluntary product certification requirements can log on to the "Fire Products Online Certification Business System" (www.cccf.net.cn) to submit the voluntary certification entrustment of the above fire products.

3., for enterprises holding valid certificates of original compulsory product certification, if they wish, we will entrust our center to continue to carry out voluntary product certification. In order to reduce the burden on enterprises, our center will comprehensively take the relevant results of original compulsory product certification and make every effort to issue voluntary certification certificates to the original compulsory product certification units that have been confirmed to comply with the certification requirements and have no potential certification risks, without charging any fees.

4., for the uncompleted original compulsory product certification service contract, in order to implement the reform spirit of "release, management and service" and avoid enterprise losses, our center will, according to the independent will of the enterprise, accept the completed compulsory product certification process and results, and continue to complete the follow-up certification work according to the relevant provisions of the newly issued voluntary product certification implementation rules.

5. the above-mentioned third and fourth tasks, each relevant unit does not need to actively apply for certification entrustment to our center, but only needs to independently select and confirm the operation according to the work prompt initiated by our center in the enterprise operation interface in the "online certification business system for fire protection products. At that time, our center will inform the enterprise in time by telephone notification, information push, etc.
